Ranking states solely by graduation rates is misleading because it compares New York, with its high standards, to states with minimal requirements. And it ignores the reality that New York state has been recognized in an independent Education Week report — which is a well-respected watch dog on schools — as second in the nation for improving graduation rates. That improvement has happened even as the state has dramatically increased standards and graduation requirements.
